We really appreciate you discussing the matters with administration. We totally understand that the invoice amount cannot be revised in this circumstance.
Unfortunately, the tax laws in India are bit complicated and applies to remittances to foreign entity as well. However, we will work with finance experts here to find a solution and expedite the payment process. Again, we apologize for the delay, and we will provide an update on the payment soon.

Please apologies for the delay in this response.
We asked our administration, and the answer has been that we cannot issue an invoice with an amount larger than what we will receive (the amount of the invoice and the amount of what we receive have to be equal). In fact, we submitted the attached document stating that the University of Pavia is not liable to be taxed in India. Therefore, we do not understand why TDS should be applied.
Unfortunately, we do not see any other option on our side than issuing invoices for the amounts foreseen in the contract.
